Does Viberate have a free plan?

It sure does. It's called the Lite Plan. The features you're allowed to access within the free plan depend on whether you are an artist or a festival with a claimed Page or not.
Since it hasn't been easy for us all because of the COVID pandemic, we have decided to give newly registered users access to the Premium features for free for 10 days during these hard times. After 10 days, your plan will be downgraded to the free, Lite plan if you'll not upgrade it. You can find more about the available features here.
